From 1971 to 1976 she lived in Toulouse (France), where she studied History at Toulouse-Le Mirail University. She took her degree in 1975. In 1978, she was successful in a public competition to become a History teacher for Secondary Education. She started to work as teacher at 'Eduardo Pondal' Secondary School in Santiago. From 1986 onwards, she took part in a History Seminar and prepared a textbook, under the coordination of the teacher Ramón Villares Paz. It was a textbook about Contemporary History, which was published in September 1986 by the publishing house Galaxia-SM. That same year, the seminar elaborated a Guide of Contemporary History that was published by Santiago University. She also collaborated in a textbook about social sciences for students of the fourth year of Primary Education, which was published by the publishing house A Nosa Terra. She usually collaborates in different Galician publications such as 'A Nosa Terra', 'O Ensino', 'Andaina' and 'Festa da Palabra Silenciada' with some articles about woman's role throughout history.

 Work & Activities:

Political activity: Since 1970 he has been an active member of the Galician Nationalist Party. During the period she spent in Tolouse (France), she took part in the 'anti-Franco' movement and knew reality in exile. In 1982 - shortly after the creation of the Galician Nationalist Party - she took part in the National Council and became a permanent member, being responsible for press and foreign relations. She takes part as observer in the 'intergroup committee' at the European Parliament and in the European parliamentary group 'Europa de los Pueblos'. She was a member of the political committee of the Galician Nationalist Party that together with the nationalist parties of the Basque Country and Catalonia ellaborated the declarations of Barcelona, Gasteiz and Santiago. She also takes part in the working party from these committees about European policy. From 1991 onwards, after the council elections, Encarna Otero is a town councillor from the Galician Nationalist Party at the Town Council in Santiago de Compostela. She is also the spokeswoman of this group. Since 1999 she has been the first deputy mayor and town councillor responsible for the maintenance and restoration of the old part of the city. She is also responsible for the relations with the 'Consortium of Santiago city' and for women's rights.
